Abrams managed to decrease American troop strength from
a peak of 543,000 in early 1969 to 49,000 in June 1972.
Troop levels in Vietnam eventually reached 25,000 in
January 1973. He bore the brunt of the fallout from
the My Lai massacre in March 1968.
He later served as the Army’s Chief of Staff. During
this time, Abrams began the transition to the all-
volunteer Army, also known as Project VOLAR.
