Elmo Russell "Bud" Zumwalt, Jr.
                                        Commander Naval Forces, Vietnam
                                                           1968

Zumwalt was an American naval officer and the youngest
man to serve as Chief of Naval Operations.

He was a decorated war Veteran, who reformed U.S. Navy
personnel policies to improve enlisted life and ease
               racial tensions.

Vice Admiral Zumwalt was the Navy adviser to General
Creighton Abrams, Commander, MACV. Zumwalt always spoke
very highly of Abrams and said that Abrams was the most
caring officer he had ever known.
