Tho helped found the Indochinese Communist Party.
During the French rule, he spent eleven years in
prison. Tho, along with others, lead the Viet Minh,
(League for the Independence of Vietnam).
At the end of World War II, the Việt Minh stood against
the re-occupation of Vietnam by France and later
opposed South Vietnam and the United States in the
Vietnam War.
Tho administered the Communist insurgency that began in
1956 against the South Vietnamese government.
