Mr. HELMS introduced the following bill: Which was read twice and referred
to the Committee on Foreign Relations.
A BILL
To impose conditions on assistance authorized for North Korea, to impose restrictions on nuclear
cooperation and other transactions with North Korea, and for other purposes. Be it enacted by the
Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ‘‘North Korea Threat Reduction Act of 1999
(3) North Korea’s ongoing development production, testing, deployment, and proliferation of 15 ballistic
missiles presents a clear and present danger to forward-deployed United States Armed Forces in Asia,
United States friends and allies, and the United States.
(4) North Korea has become the largest recipient of United States foreign assistance in East Asia, valued
at over $225,000,000 in 1998 alone.
(5) North Korea is a major producer of opium and increasingly is involved in illicit narcotics trafficking.
