     Franklin D. Roosevelt
                                      32d President of the United States
                                                      1933 - 1945
               President Roosevelt declined repeated requests from the
               French to assist their efforts to recolonize Vietnam.
                       “The right of all peoples to choose the form of
                             government under which they will live.”

                                              President Roosevelt
               He sent members of the Office of Strategic Services
               (OSS) to Vietnam in 1944 to train and arm Ho Chi Minh’s
               Viet Minh to fight against the Japanese in WWII.
               Ho Chi Minh augmented the American fight against Japan
               during World War II;
               He expected a sovereign Vietnamese nation with American
               support.
